Green ministry is no more a roadblock: Prakash Javadekar
NEW DELHI, July 2: Timelines for environmental and forest clearances are being brought down and processes made transparent, Environment Minister Prakash Javadekar said today seeking to exorcise the image of "roadblock" his ministry had gained during the previous UPA government.
But the new minister does not want to indulge in any blame nor his ministry has the exact financial estimate of the loss or the worth of the projects which were kept pending for clearance during the UPA government.
Javadekar suggested that the approach of his predecessors in the ministry had caused a "loss of face" to the nation as it was seen as "speedbraker" to development and foreign investors had started leaving the country.
He told PTI that he has inherited thousands of pending files as legacy from the previous UPA government and the monetary damage it caused is "innumerable".
Promising to speed up the green clearances processes, he said, "decisions are in, delays are out".
Talking about the steps already initiated, Javadekar said, "we will bring down the timeline. For environment clearance, two months we have already decided. For forest clearnace also at that stage. There are two stages. ToR and final clearance.
"But we are setting timelines and there was a huge process of 200 days which also we can bring down. For every industry it is different but we will shorten the process without compromising quality. But by simplifying processes we can do in a shorter span of time," Javadekar said.
"...I got a legacy in which the environment ministry was perceived as a roadblock ministry...a speed breaker to the growth. Therefore after assuming charge I assured the people that we believe and our firm conviction is that both environment protection and growth can go hand in hand.
"My slogan is development without destruction. We care for mother earth. We care for nature. But we want development also. They are not foes they are friends," he said.
Asked about alleged irregularities under his predecessors, the Minister said he will do "due deligence" after some time but his first priority was to "deliver".
"It is innumerable," Javadekar said when asked any estimate in crores as to how much the country lost due to delays in environmental projects.
The Minister said he was prioritizing defence and public welfare projects like national highways, railways, ports, roads, airports and linear transmission for clearance. PTI
Centre assures support to open model schools in backward blocks
ITANAGAR, July 2: Secretary, School and Literacy, MHRD R Bhattacharjee has said that Centre will provide all support for setting up of model schools in educationally backward blocks of Arunachal Pradesh.
Bhattacharjee gave this assurance to State Education Minister Tapang Taloh when the latter called on him at Shastri Bhawan, New Delhi.
Bhattacharjee suggested Taloh for timely submission of proposals on teacher education, scholarships and model schools besides submission of utilization certificates to absorb more fund from central government. He also advised Taloh to place sincere people in position to avail more fund under the statuary provision of RTE and accepted the invitation of Taloh to visit Arunachal Pradesh.

Minimize bandh culture, adopt the path of negotiation: CoSAAP
ITANAGAR, July 2: The Confederation of Service Associations of Arunachal Pradesh (CoSAAP) has appealed to various organizations of the state to minimize the bandh culture saying bandhs only bring sufferings in all form to common people, especially the poor and the patients. The organizations should adopt the practice of negotiations and open discussion which is the appropriate method to solve any differences or to redress any grievances, the CoSAAP observed in its central executive committee meeting held here with its president N. L. Togu on the Chair today.
It also urged the State Govt. to provide adequate securities to the Govt. employees during bandh calls and issue proper instructions before one or two days of proposed bandh, otherwise, ‘employees tend to remain back home due to security reasons.’
While appreciating the AAPSU’s concern for release of salaries of Govt. employees, CoSAAP clarified that employees are getting their monthly salaries on regular basis. “CoSAAP doesn’t authorize any organization to raise their issues with Govt. Representatives of CoSAAP are constantly taking up their grievances with the Govt., the recent ones being with CM on June 18 and Home Minister on July 1. Therefore, CoSAAP appealed the Apex Student organization not to mix up students’ grievances with that of the employees. Even if they do, prior discussion or opinion should be obtained.”
On the AAPSU’s demand for termination of service of SDPO Bomge Kamduk, CoSAAP said that the officer was on bonafied uniformed Law & Order duty and the incident happened was inside the P S Itanagar and as such, question of dereliction of duties and termination of service doesn’t arise. ITANAGAR, July 2: All the five karate players of Arunachal Pradesh, who represented India at South Asian Karate Championship at Delhi recently and won six medals, called on Parliamentary Secretary (Sports and Youth Affairs) Likha Saaya in his office chamber, Chimpu near here today afternoon on invitation.
Saaya interacted with the players and expressed immense happiness over their stupendous performance in the championship. Saaya asked the officers of his department to do the needful for providing them with incentives as per government norms.
The players, who called on the parliamentary secretary, were Sinne Mikhu, Likha Lej, Raja Yangfo, Bamang Yakum and Yapung Sonam.
Sinne, Lej, Raja and Yakum bagged one gold medal each while Yapung won a Silver. Sinne also bagged a bronze in Individual Kumite.
Being informed about selection of all the gold medal winning players for Asian Karate Championship to be held in Malaysia in August next, Saaya assured to extend them financial assistance from the government side for the trip.

APDA organizes blood donation camp to mark Doctors’ Day
ITANAGAR, July 2: The Arunachal Pradesh Doctors’ Association (APDA) observed Doctors’ Day in befitting manner by organizing voluntary blood donation camp at Arunachal State Hospital, Naharlagun yesterday.
The members of the association in continuation of its philanthropic and humanitarian services led the blood donation event at Naharlagun and Pasighat. Many voluntary donors from different walks of life donated blood on the occasion.
The APDA since its inception has been engaged in humanitarian services such as holding outreach camps in remote areas, responding to call at the time of crisis like epidemics or natural disaster etc.
The camp was inaugurated by Director of Health Service Dr. K Nishing followed by distribution of fruits to the indoor patients of ASH.

District Disaster Management Authority reaches out to schools
TEZU, July 2: District Disaster Management Officer cum Master Trainer National School Safety Awareness Programme headed by D. Norbu has been conducting School Safety Awareness Programme, Mock drill, and Rapid Visual Survey in all Schools under Lohit District from June 30 last. EDC urged to shoulder responsibilities

PASIGHAT, July 2: To make wildlife conservation measures more effective in and around D’Ering Wildlife Sanctuary (DEWLS), the wildlife officials of the district on Monday sat in a joint meeting with the members of State Wildlife Board, Ecological Biodiversity Conservation Society (EBCS) and Eco Development Committees (EDCs).
Explaining the objectives of the meeting, of EBCS chairman John Apum explained the role of the EDC members and local in the protection of wildlife in their respective areas.
Stating that the EDC members are stakeholder of the wildlife sanctuary, he urged them to render dedicated service for promotion of DEWLS as tourist spot so that eco tourism project can be implemented in the fringe areas.
Informing that the government is all set to implement various eco tourism projects in the protected areas, the Divisional Forest Officer (WL) suggested the EDC members to place need base scheme through due consultation with the department. The DFO informed that he has placed various schemes such as agriculture land development, irrigation, drinking water supply, construction of school building and community hall besides development of orchards, medicinal garden and animal faming schemes, but these are yet to be approved by the authority.
The DFO urged the EDC members to keep close vigil on suspected movement of fishermen within the WLS and report it to the authority. Referring to a recent case of illegal trespassing in the sanctuary, the DFO informed that legal steps has been intimated against eight members of a local NGO, who had committed the offence in the name of searching for a buffalo carcass inside the sanctuary.
The Eco Development Committee (EDC) in the Wildlife Division has been constituted as per central government guidelines. More than 3000 members including the Gaon Burahs, PRI members and nature lovers from 23 fringe villages of DEWLS are included in the committee. As per government guideline, EDC chairman should be selected from the public, while concerning Range Officer/s (WL) is member secretary of the committee.

Presiding over the meeting, Dhawan urged all HODs to give the list of manpower, equipments and vehicles under their possession to utilize them in any crisis situation. He said that since many of the local officers have been serving in the district for a long period of time they should prepare their contingency plans as per the local threat perception as experienced in the past. Exercises should be carried out at different locations to survey vulnerability and such vulnerability mapping should be intimated in advance to take precautionary measures. He also said that Road blockade, Water logging and clearance of drainage are important to prevent disaster. He directed the concerned department to stock sufficient essential commodities and medicines as break up of epidemic and water borne diseases is a usual phenomena in such situation.
He also suggested that the medical department should keep in touch with the army for medicinal help in different outposts of the district and effort will be made to tie up with the BSNL for uninterrupted communication network, he added.
The representative from army, BRTF, ITBP and HODs of the district too forwarded their suggestions on ways and means to tackle natural disaster. The Incident Action plan, roles and responsibilities of every department, Control Room Management, tie up with PRI, NGOs etc. were discussed in the meeting. DIPRO

AALO, July 2: West Siang DDSE Tomi Doke today said that his ouster was demanded without knowing the ground reality associated with cash transaction.
Reacting to a recent news item published in section of local dailies demanding ouster
of the DDSE for his alleged involvement in fund misappropriation and improper cash
transaction, Doke in a clarification said that allegation on misappropriation leveled
and ouster of Aalo DDSE has been flashed in the media without knowing the ground
reality associated with the cash transaction of Rs. 5,66, 132/-
However, an inquiry into the whole episode was conducted by the Superintendent of police, SIC (Vigilance) Itanagar, vide no. SIC/VIG/31/ENQ/2014 dated the 3rd April under A.B. Mandal Inspector and the inquiry report concludes “From the findings, it is revealed that no any foul play or criminal intension for misappropriation of govt. money could be proved against Tomi Doke, DDSE West Siang District, Aalo.”

The first General Budget of Narendra Modi government will be presented on July 10 by finance minister Arun Jaitley. This is in reference to the news item ‘student victim of corporal punishment’ published in your daily on June 27.
I on behalf of parents/guardians of Siyom Valley School Pessing would like to clarify that there was a misunderstanding between Principal, School Managing Committee and the father of the victim.
In this connection, a meeting was convened under the chairmanship of Tahong Mibang, former ZPM Jomlo Mobuk at Siyom Valley School premises on June 29 with all concern. The parents unanimously decided to solve the case amicably. So the press statement made by the GSU may not be taken otherwise.

RTE Act does not exempt all fees

At the very outset, I want to clarify that I am neither a school administrator nor a teacher. Nevertheless, I would like to state that RTE Act 2009 is not only about admission fees, it has many provisions too.

The matter to be pondered about in this provision is, “...which may prevent him or her from pursuing and completing elementary“. For me, it means admission fees can be collected from every students but if a parent/guardian of a child is unable to afford admission fees then only his/her admission fee can be exempted. In the same way, if the parent or guardian of a child can afford the admission fees then nothing is wrong in collecting the fee from them.
I also know that our people purchase cell phones, fashionable items for our children in prices ranging from Rs. 5,000 to Rs. 20,000 but on the other hand, we are reluctant to pay school admission fee of not more than Rs. 500 for a whole year.
Nowadays, even a beggar can afford Rs. 200-
Please, my dear fellow Arunachalee, wake up, show right path to your children, help schools and stop misleading the students.
Lastly, I would also like to request the Commissioner, Education, Govt. of Arunachal Pradesh and his department to let a knowledgeable person interpret correctly and exactly the provision of RTE Act 2009.

Where the roads disappear
Dear Editor,
Through this daily, I want to draw the attention of higher authorities of all the concern department and public leaders of West Siang. You may have seen the situation of Likabali Town while travelling through it.
As soon as we enter the town area we get to see water all over the market, the roads totally disappear under the water. Sometimes we even have to drive guessing the road. The police station and most of the medical quarters are submerged under water.
One of the most important markets ‘the Saturday market’ is worse affected and it is only the main income source of nearby villagers.
The reason behind all these problems is that there is totally no drainage system in entire town.
We all know that Likabali is situated in the foothill and these areas are most affected during rainy season since all the water accumulates here, so we need to have a proper drainage system to overcome the problem. Even the ancient Harappa civilization had a proper drainage system, then why can’t we have with all the modern technologies.

A village where the govt is yet to reach

Yogong village is located under Rumgong circle, West Siang District. It is just 15
km away from Rumgong and it takes 3-
I, as a loving son of Yogong village would like to highlight the tremendous problems being faced by the villagers.
There are no road connectivity, electricity, water supply phone communications, medical facilities, not enough school teachers.
There are no facilities provided by the government. Still today villagers follow their traditional system of living. Nature has blessed Yogong as one of the unique places on earth in terms of landscape and prosperous natural flora and fauna. More over there is huge unexplored potential for rural and ecotourism. The village produces rice, vegetables, fruits, meat, fish and other necessities bountifully.
Yogong and Yosing are the only villages in Rumgong circle which dwell under darkness.
During every election, candidates promise to fulfill the need of the villagers but after election they forget the promises and keep aside the problems of village till the next election comes. Every election we are a big issue!
The villagers still follow the traditional style of living which is a good sign to preserve the culture and tradition of the community however the village population has dwindled drastically and it is a serious problem. In 1991census, the house hold of Yogong village was above 55 but in the last census it has come down to less than 35. At present there are only 32 houses with two houses without caretaker. Many people have migrated to other villages where there are better road, electricity, network communications, medical and education.
Now a days people cannot live without these facilities forcing them to migrate to other places. The educated lot of the village has also not taken the pain to settle down in the village.
Therefore, through your esteem daily I would like to draw the attention of our local MLA, ZPM and Village panchayats to seriously highlight the problem of our village to the state and central government to include our village into the developmental map.
